The tournament, co-hosted by Mexico, the United States, and Canada, will feature matches in three key Mexican cities: Guadalajara, Mexico City, and Monterrey. Guadalajara, the capital of Jalisco, has been at the center of escalating violence, with reports indicating over 12,000 people missing in the aftermath of conflicts involving the notorious Jalisco New Generation Cartel (CJNG).

In light of these developments, President Claudia Sheinbaum has introduced “Plan Kukulkan,” named after a significant Mayan deity. This comprehensive plan aims to cover host cities and nearby tourist attractions, deploying over 99,000 security personnel. The force will consist of approximately 20,000 military members and 55,000 police officers, along with private security teams. The operation will also utilize around 2,500 military and civilian vehicles, 24 aircraft, and anti-drone technologies, complemented by specially trained dogs for detecting explosives.

FIFA President Gianni Infantino expressed confidence in Mexico’s ability to host the World Cup, emphasizing that the recent violence would not hinder the tournament. The organization, alongside local authorities, aims to assure both fans and participants that safety measures are a top priority.

The CJNG’s violent activities have escalated following the death of its leader, Nemesio Oseguera Cervantes, known as “El Mencho,” who was killed in a military operation. His demise has sparked retaliatory violence across the region, including shootouts with military forces and other violent acts. Despite these challenges, officials maintain that the World Cup will proceed with minimal disruption, as millions of visitors are expected to attend.
