Reports in Spain have claimed a deal has been struck between the two clubs, but talkSPORT understands this is wide of the mark.
The £48million fee touted is nowhere near close enough for City to even consider selling him and the Premier League champions are not currently willing to entertain any offers.
Silva himself spoke out about his future, but left the door open for a potential move away.
Former Chelsea defender, and The Sports Bar host, Jason Cundy believes City cannot afford to let the 27-year-old go, especially as they have already sold Gabriel Jesus and Raheem Sterling this summer.

“They have a history, and Pep has come out recently and said a month ago he didn’t know if Bernardo would be a player of his.
“It looked like he was going to leave this time last year. I’m not sure they can afford to let another one go.
“If you are Liverpool watching this, it just weakens their [City’s] squad.”
Cundy also had doubts over Jack Grealish and the pressure that would place on the £100m man.
He added: “The season is such a long season. We have seen City stumble at the vital stage of the Champions League. That’s where the squad depth comes in and you need all hands on the pump.
“I would be stunned if they let him go. I would be absolutely amazed if they decide to let him go.
“They invested £100m in Jack, we know how brilliant he can be. Life can be tough at City.
“It’s a tough place to go with the expectation levels. He’s had to learn a different way under Pep.
“I don’t doubt he will be a success.
“But parts of last season Bernardo Silva was unplayable.”
